It has been South African law for a few years now, and since 2006 also across most of the US.
Most modern luxury cars come with sensors to automatically switch the lights on when the rains come down, but some stupid fokkertjies still refuse to do so, or think they are being clever to only use their parking lights which are not bright enough.
The reason why this is such a issue for me is that there is still a lot of older cars on the road without demisters in the back and bakkies do not come with them either.
If you do not switch your lights on good and properly, you may not be seen.
Sure, you can look ahead and see and expect to be able to stop, but the person in front of you with a misted window cannot see you. And the tricky thing about driving into somebody else from behind?
According to the law, it is your fault, because you should have seen them.
What if you do not have enough space and aquaplane?
Still your fault because you did not make yourself visible enough.
