Russian No Sex Law?

Some poor fool in Russia that managed to get elected to parliament wants to ration sex.

In his own words:

"Sex should be restricted to one time per quarter through issuing licences, quotas or coupons."

Huh?!

How the fuck will that be enforced? Are you going to resurrect the techniques South Africa used during Apartheid to ensure that no hanky-panky happens without permission?

We really do not understand how it would be possible at all.

Why do people think they can make fucked up comments like this to total strangers?

They know nothing about the dynamic between the pets and owners, nor do they have any clue what is actually going on.

Do you go up to total strangers and say to them that it looks like their kid is using them?

Or that their wife is leading them by the dick?
